With the final regulation implementing the federal Cash for Clunkers program set to be issued on July 24, many questions remain about the program, and in a recent webinar hosted by NADA, officials of the National Highway Traffic Safety Administration (NHTSA) warned that it would be “risky to make a deal now” before the regulation is published, even though sales made beginning July 1 may qualify. The agency said that it has no discretion to make exceptions for issuing vouchers on vehicles sold before the regulation is published that do not meet the rules.
